Bloomington 2050 Comprehensive Plan

Every decade, Bloomington updates its 20-year vision through a community engagement process, setting out the goals, strategies, and actions that guide every aspect of the city, from land use to transportation to housing and climate. Engagement will continue through 2026 and 2027, but it is essential for our voices to be heard early in the process.

Your input can help shape a comprehensive plan that not only identifies the challenges of walking, cycling, and transit in Bloomington, but provides the solutions needed to create a network of safe routes around the city. Giving people choices in how the get around supports environmental sustainability and community health, as well as economic access and growth, and the vibrancy of our neighborhoods.

A timeline detailing the phases of Bloomington 2050 community engagment. Phase 1: Big Ideas & Key Issues will focus on data collection and issue identification, from Q1 to Q3 2026. Phase 2: Vision & Values will focus on issue identification and value statement, from Q3 to Q4 2026. Phase 3a: Policy Framework will focus on value statement and goal and strategy alternatives, from Q4 2026 to Q3 2027. Phase 3b: Strategy Development will focus on goal and strategy alternatives and select preferred alternative, from Q3 to Q4 2027. Phase 4: Draft Plan Review will focus on draft plan, from Q4 2027 to Q2 2028. Adjacent and affected jurisdiction review and final approval will take place between Q2 and Q4 2028, when the plan is due.

Questions 7-9 are focused on transportation, including how you currently get around and what modes you would like to use more. Question 9 is a free-response question on how your transportation needs might change through 2050 (more walking, biking, and transit!).

Project staff will be tabling at the Bloomington Farmers Market on Saturday, August 8th from 8 AM to 1 PM. The Farmers Market takes place outside Bloomington Civic Plaza.
