2027-2028 City Budget

Bloomington's municipal budget determines how your tax dollars are allocated across city services. New this year, the budget be on a two year cycle. This means that what the city council decides this year will determine spending for the next two years (2027 and 2028).

Budget engagment has already begun, and will continue through the rest of the year. Here's the timeline:

  • August 17, 2026: City Council holds its first study session on the budget and tax levy

  • September 14, 2026: City Council sets the preliminary tax levy
  • November 16, 2026: City Council holds its second study session on the budget and tax levy

  • December 7, 2026: City Council holds a Truth-in-Taxation public hearing on the budget and tax levy, as mandated by state law; Let's Talk Bloomington comments are shared with City Council

  • December 14, 2026: City Council adopts the final budget and tax levy

I support continued investment in building more infrastructure for pedestrians, cyclists, and transit users in Bloomington.

Giving residents transportation choices broadly supports Bloomington's goals. It will promote economic prosperity and support our neighborhood commercial centers. It will help create an environment for healthier residents, improve safety on our streets, and help us tackle the climate crisis. It will create equitable access to our schools, workplaces, and parks. Most importantly, it will allow us to contribute to Bloomington's mission of cultivating an enduring and remarkable community where people want to be.

The city needs to rapidly build out a network of safe, all ages and abilities bike routes that get people to their destinations efficiently and safely. Studies like the Bloomington Ferry Road Vision and American Boulevard Transit Study should be funded and realized, and so should smaller, incremental quick-build improvements, especially through the existing PMP process. The city should pursue grants to this end, and work with partners like Metro Transit to further expand service in our community.

This work should be done in conjunction with land use that supports a variety of housing types, walkability, mixed-use development, and alternative transportation use. High-quality public art, green spaces, and street trees should be funded across the city.
